The Lorenzo City Council met in Regular Session Monday, January 8th, 2001 at 7:00 P.M. in the Council Room of the City Offices, 703 5th. Street, Lorenzo, Texas with Mayor Lester Bownds presiding.

I. OPENING ACTIONS:
The Council met with the following members present:
Mayor Lester Bownds, Council Members Joe Deleon, Jo McNabb, Jimmy Isbell, and Micky Woodard. Council Member Jo Ann Curbo was absent. Also present were City Administrator Mike Cypert and guest Joyce Jones.
Councilman Woodard gave the Invocation
II. The minutes of the Regular Meetings of December 11, 2000 were presented for review.
MOTION by Councilwoman McNabb and seconded by Councilman Woodard to approve the minutes as presented.
With all members voting AYE, the motion carried.

MOTION by Councilman Woodard and seconded by Councilman DeLeon that the review of finances be approved.

IV. ITEMS FOR CONSIDERATION:
A. MOTION by Councilman Woodard and seconded by Councilman DeLeon that the City approve the purchase of two additional cellular phones and contract access for all three phones through the best available plan for the Lorenzo Police Department, Lorenzo EMS, and the Lorenzo City Administrator with the primary phone on the plan belonging to the Lorenzo Police Department.
With all members voting AYE, the motion carried.
B. MOTION by Councilman Woodard and seconded by Councilwoman McNabb that the City Council approve Resolution No. 01-01-01 (A Resolution requesting membership in the Canadian River Municipal Water Authority.)

February 12th, 2001

The Lorenzo City Council met in Regular Session Monday, February 12th, 2001 at 7:00 P.M. in the Council Room of the City Offices, 703 5th. Street, Lorenzo, Texas with Mayor Lester Bownds presiding.

I. OPENING ACTIONS:
The Council met with the following members present:
Mayor Lester Bownds, Council Members Joe Deleon, Jo McNabb, Jimmy Isbell, Jo Ann Curbo, and Micky Woodard. Also present were City Administrator Mike Cypert and approximately 15 guests.
Councilwoman McNabb gave the Invocation.
II. The minutes of the Regular Meetings of January 8th, 2001 were presented for review.
MOTION by Councilwoman McNabb and seconded by Councilwoman Curbo to approve the minutes as presented.
With all members voting AYE, the motion carried.

IV. ITEMS FOR CONSIDERATION:
A. MOTION by Councilman Isbell and seconded by Councilman Woodard that the City allow Eric Mount permission to pursue a Fire Department Emergency Program grant for additional equipment needs, including the City of Lorenzo's willingness to participate in the program if low interest loans are necessary to complete the project and are combined with the grant.
With all members voting AYE, the motion carried.
B. Aaron Arthur presented proposed changes to Chapter 2 (Animal Control) of the Lorenzo Code of Ordinances.
The Council took no action on the issue requesting more information be made available for further evaluation.
C. Vera Thomas addressed the council regarding problems she was having with neighborhood dogs. Several guests also discussed the issue.
The Council took no action on the issue referring to the need for more information on proposed Animal Control Ordinance changes.
D. MOTION by Councilman Woodard and seconded by Councilwoman McNabb that the City Council accept the resignation of Councilman Joe DeLeon effective February 15th, 2001, due to the fact that his family is relocating to New Mexico.
With all members voting AYE, the motion carried.
E. MOTION by Councilwoman Curbo seconded by Councilman Woodard Calling for the Order of Council Elections. (The order is attached to these minutes)
With all members voting AYE, the motion carried.
F. MOTION by Councilwoman McNabb and seconded by Councilman DeLeon That the City of Lorenzo approve the Addendum to Sanitation Contract between Triple C. Waste and the City of Lorenzo.
With all members voting AYE, the motion carried.
G. Council discussed the purchasing of additional equipment for the center pivot used for wastewater discharge.
The Council took no action on the issue requesting more information be made available for further evaluation.
H. MOTION by Councilwoman Curbo and seconded by Councilman Woodard accepting the 2001-2002 Calendar.
With all members voting AYE, the motion carried.

A. Aaron Arthur (Animal Control Officer) and J. R. Petersen presented proposed changes to Chapter 2 (Animal Control) of the Lorenzo Code of Ordinances. After much discussion, Councilman Woodard requested that City Administrator Mike Cypert conduct a public survey to get better input by the community how the citizens of Lorenzo feel on the issue. A report on this survey is requested to be presented to the Council in the Regular May meeting.
B. MOTION by Councilwoman Curbo and seconded by Councilman Woodard that the City Council accept that the Council adapt the 2001 - 2002 budget as presented.
With all members voting AYE, the motion carried.
C. MOTION by Councilwoman McNabb seconded by Councilwoman Curbo that the Council approve salaries for the 2001 - 2002 budget year as follows:

A. Shani Robertson addressed concerns to the council referencing motor traffic speed and citizen safety on east/west streets in Lorenzo. Council requested that Mike Cypert and Aaron Arthur research the possibilities of installing 4-way stop intersections at locations in the city for effective control.
IV. ITEMS FOR CONSIDERATION:
A. MOTION by Councilman Woodard and seconded by Councilman Isbell that the City Council enact an Accident Prevention Policy as presented.

B. MOTION by Councilwoman Curbo seconded by Councilwoman McNabb that the Council approve Ordinance 01-04-01 (an Ordinance canceling the election for unopposed candidates, places I, II, IV, and V.)

A motion was made by Councilwoman McNabb and Seconded by Councilwoman Curbo that due to the reason of some officials appointed for the May 5th, 2001 election have given notice that they are unable to serve, Cassie Fullingim be appointed Election Judge, Rhonda Cypert be appointed Alternate Election Judge, and Pat Rhew and Lucia Miranda both be appointed Election Clerks for the May 5th, 2001 Election.

Multi-Family and Mobile Homes In all cases of multi-family or mobile home dwellings

units shall be by count. Each unit counted shall include 2,000 gallons base rate.

B. Councilman Eric Mount presented the details involving the Lorenzo Fire Department receiving a $25,000 grant combined with a 2½% $10,000 loan from the Texas Commission on Fire Protection. He stated that the Fire Department had located a used pump truck and is in the process of purchasing it.
C. Energas Recoverable expenses for rate changes protested.

A. MOTION by Councilman Isbell and seconded by Councilman Delcambre that The City of Lorenzo enter into a lease arrangement of city property located at 602 Harrison Ave. with the Texas Department of Human Services under the terms set forth by the General Services Commission, as original building will allow or as is mutually agreeable between both parties.
With all members voting AYE, the motion carried.
B. MOTION by Councilman Woodard and seconded by Councilman Mount that the City of Lorenzo enter into a lease arrangement of city property located East of Lincoln Ave. (lake) with Billy McClaran Jr. as offered by him in a letter to the City of Lorenzo dated June 27th, 2001, if allowable by TNRCC.
With all members voting AYE, the motion carried.
C. Mike Cypert, City Administrator discussed the costs and needs of installing Variable Frequency Drives to the Water Booster Station. After discussion, Council suggested continuing research on costs and cost savings to the City of Lorenzo with an action date later in the year, as the annual budget will allow.

August 20, 2001

The Lorenzo City Council met in Regular Session Monday, August 20th, 2001, at 7:30 P.M. in the Council Room of the City Offices, 703 5th. Street, Lorenzo, Texas with Mayor Lester Bownds presiding.
I. Opening Actions:
The Council met at 7:30 P.M. with the following members present:
Mayor Lester Bownds, Council Members Micky Woodard. Edward Delcambre, Jo Ann Curbo, Jimmy Isbell, and Eric Mount,
Also present were City Administrator Mike Cypert, guests Randall Terry and Joyce Jones.
Councilwoman Curbo gave the Invocation.
II. The minutes Regular Meeting of July 9th, 2001 were presented for review.
MOTION by Councilman Woodard and seconded by Councilwoman Curbo to approve the minutes.
With all members voting AYE, the motion carried.
III. Financial Reports Reviewed:

B. Finances
C. Bills Paid.
MOTION by Councilwoman Curbo and seconded by Councilman Isbell that the review of finances be approved.

VI. Items for Consideration:
A. Randall Terry of Sandefur & Swindle, CPAs presented to the City Council the annual audit for the fiscal year 2000-2001.
MOTION by Councilwoman Curbo and seconded by Councilman Mount that The City of Lorenzo accept and approve the accountants report.
With all members voting AYE, the motion carried.
B. City Administrator Mike Cypert presented to the City Council a proposed Budget amendment that would better aid the City Offices in the tracking of finances.
MOTION by Councilwoman Curbo and seconded by Councilman Woodard that the City of Lorenzo amend the budget as proposed.
With all members voting AYE, the motion carried.
C. MOTION by Councilman Woodard and seconded by Councilman Mount that the City adopt Ordinance 02-08-01 levying an Ad-Valorem Tax Rate of $.5163 per $100.00 valuation of taxable values for the tax year 2001 for the purpose of sustaining the expenses of the operation and maintenance of the functions of the City government for the fiscal year beginning April 1, 2001 and ending March 31, 2002.
With all members voting AYE, the motion carried.

Following a short tour of the construction progress at the DHS building by all city officials and guests present, the Lorenzo City Council met in Regular Session Monday, September 10, 2001, in the Council Room of the City Offices, the 703 5th. Street, Lorenzo, Texas with Mayor Lester Bownds presiding.
I. Opening Actions:
The Council met at 7:50 P.M. with the following members present:
Mayor Lester Bownds, Council Members Micky Woodard. Edward Delcambre, Jo Ann Curbo, Jimmy Isbell, and Eric Mount,
Also present were City Administrator Mike Cypert and guest Joyce Jones.

B. MOTION by Councilwoman Curbo and seconded by Councilman Isbell that the City of Lorenzo install all-way stops at the intersection of North Second Street and Van Buren Avenue.
C. MOTION by Councilman Isbell and seconded by Councilman Delcambre that the City provide its utility services to the Lorenzo Youth Center at no charge.
D. MOTION by Councilman Woodard and seconded by Councilwoman Curbo that the City of Lorenzo approve Resolution 03-10-01, A Resolution appointing Crosby County Reporter/Examiner at the Official News Publication for the City of Lorenzo.
With all members voting AYE, the motion carried.
E. MOTION by Councilwoman Curbo and seconded by Councilman Woodard that the City of Lorenzo approve Resolution 04-10-01, A Resolution that the City of Lorenzo join a joint venture with other West Texas cities for the 2002 Seal Coat project.

The Lorenzo City Council met in Regular Session Monday November 12, 2001, at 7:00 P.M. in the Council Room of the City Offices, 703 5th. Street, Lorenzo, Texas with Mayor Lester C. Bownds presiding.
I. Opening Actions:
The meeting opened at 7:00 P.M. with the following members present:
Mayor Lester Bownds, Council Members Micky Woodard, Edward Delcambre, Eric Mount, and Jimmy Isbell. Councilman Jo Ann Curbo was absent.
Also present were City Administrator Mike Cypert, City Secretary Dorothy Bristow, and Police Chief Aaron Arthur.

B. MOTION by Councilman Isbell and seconded by Councilman Woodard that the City of Lorenzo approve Resolution 05-11-01, a Resolution of support for the City of Lorenzo applying to the 2002 Local Law Enforcement Block Grant for funds of up to $11,112 for the 2002 Juvenile Crime Prevention Program.
With all members voting AYE, the motion carried.
C. MOTION by Councilman Delcambre and seconded by Councilman Woodard that the City accept a bid from Wilderness Ministries for the sale of the 1961 Ford Fire Truck.
With all members voting AYE, the motion carried.

A. Police Chief Aaron Arthur presented the November Police Report.
B. The City Council was presented a letter from the Crosby County Supervision and Corrections Department detailing restitution arrangements to the City of Lorenzo.
C. Police Chief Aaron Arthur presented the Council with changes to state laws regarding Racial Profiling Reporting Procedures.
D. The Council was presented with a letter from Sandefur & Swindle CPA's attesting to City internal control structures.
E. The Council was presented a signed copy of an inter-local agreement for 911 services.
F. City Administrator Mike Cypert presented to the council that the City of Lorenzo is sponsoring a Cotton Kings Game January 12 and that $10 tickets are available on a limited basis for this game at the City Offices.
VII. Mike Cypert presented the Administrators Report.
